Since Speed =200/15 (15 min =1/4hour), so 200/1/4=200*4=800
We can identify two extreme cases, if the elevator works 3 hours or 4 hours:
(D=RT) D=800*3=2400
D=800*4=3200
So, 2400 ≤ D ≤ 3200

Just had a doubt in this question. Since it says between 3:00pm and 4:00pm, that means somewhere in between. I think the answer should be 3000 and 3200. Plese help me understand or is the question just poorly worded.

It is a tiny ambiguous. However, between 3 and 4, I understand 3.01 and 3.59

If this were the scenario, the question would have explicitly stated this. Otherwise, we have to include it.
