The third blank should be consistent with well-oiled. There's no information to support genetic engineering is gigantic. Wieldy and finely-tuned seem pretty close, but wieldy means easy to use. We are not provided any information that supports the idea. So, fine-tuned makes sense. It means adjusted for highest level of performance.

HI,
can someone explain why the first blank is norm and not trouble-maker as genetic engineering did not prove to be a commercial success.
is it norm just because VAST MAJORITY of farmers are growing/cultivating it?
