well. it is not so difficult even if you do not know the first blank

Now, the first sentence says

The wind farms nationwide now produce a total of almost 100 terawatt-hours of electricity a year, almost 2.5 percent of total demand, but that is still (i) ___compared with the 45 percent generated by coal-fired plants.

The electricity produced by the wind is a very tiny fraction of the total 2.5 against 45 %. So the first blank is small potatoes

There are a host of scientific issues to overcome before wind can (ii) ___ fossil fuels,

We do have A LOT of problems to turn this situation in favor on the wind energy so the 2 blank cannot be blow away but F

We do have serious challenges ahead to go from fossil fuel to renewable energy resources.

Why cannot 'be eclipsed by' be the answer for the second blank? as it means overcome or outdo.

No the meaning is the following


There are a host of scientific issues to overcome before wind can (ii) ___ fossil fuels.

There are serious problems or challenges BEFORE clean sources will overtake the energy we have from fossil sources.
If you also see later in the sentence

We still do not completely understand the fundamental way winds blow.

We still do not know, then the answer is F

We have to overcome and win serious challenges before a clear energy

Ask if the meaning is still unclear
