factoring out 102 and 103 and than reducing the fraction by 102 is one way to deal with this question:
108−102107−103=102(106−1)103(104−1)=106−110∗(104−1).
Now, 106−1 is very close to 106 and 104−1 is very close to 104, hence 106−110∗(104−1)≈10610∗104=106105=10.
Answer: B.
Or else you can notice that we need approximate value of a fraction. Now, 108 is much, much, much bigger than 102. So subtracting 102 from 108 will be very close to 108, basically 102 is negligible in this case. The same for for 107 and 103. So 108−102107−103≈108107=10.
