The second clause suggests that the proponents wish to escape state and local controls by compromising to accept or embrace federal regulations. Institute and encourage are the only two possible choices, but encourage has a closer meaning in this context.

The proponents intention is too reconcile to the fed regulation in hoping that they would not extend it to local and state control. First blank must has a positive tone. Only institute and encourage satisfy this requirement. However, it is the fed that institute the regulation, not the proponent, so we eliminate this choice., and we are left with encourage.
