Just add x to both the answer choices:

Quantity A becomes: x+y, which is equal to x as per the given information.
Quantity B becomes: x+0.7

Cancel x from both the sides, you will get:

Quantity A = 0
Quantity B = 0.7

Hence B is greater.

Ther was a typo in QB it was 0.007 and not 0.07

For example, x=0.11, assuming y=0.005, then x+y=0.115 and the percentile is 0.12≠0.11. If you want the sum of x+y to be x itself when the percentile is held, then y must be less than or equal to 0.004.
