The first word is clearly "disсerned" (to be detected, noticed).
"Neglected" and "ignored" – do not pair well with “not appreciated” do not fit.
"Deprecate" – means deliberately disapproved (i. e. first noticed and not approved)
"Reverend" is not applicable and has more positive meaning than needed.
The second one for me by way of exception is “remarked on”.

Why not option D , as reverend also means to show reverence ( or huge respect ) ?
So basically, The distinct qualities of African music were not appreciated or even "respected" by .....
