The sentence means that the White House has lied about the benefits of the reform because, although they define it "tough love", it was not loving at all.
Then the two words most similar to the meaning of liar are "disingenuous" and "mendacious". Answers C and E

can someone pls explain it to me, how to get to C and E. I thought that it was witty and diplomatic, I couldnt see any word that would impart any idea of them lying.

C and E mean false. The White House plan was not tough love but only tough.

So, it was fake to describe it as kind. Indeed, a liar.

There is only 1 synonym pair. Disingenuous and mendacious. both also fit the meaning that the white house did lie about the benefits.

bad question. Mendacity and disingenuous have intention aspect in their adjective. While the White House might have been wrong to deem it 'tough love' they may not intent it. After all, this is just based on perception (tough love vs no love at all). If someone has a different perception with you, do you call them a liar?
