Some geologists argue that if oil is as common in unsampled areas of the world as it is in those already sampled, our current estimate of reserves that exist underground must be multiplied by a factor of 10,000. (A) It is possible to recover the oil contained in unexplored areas of the world.
Spot on, this is our underlying assumption, since if these areas are accessible, then only the conclusion stands valid

(B) The consumption rate for oil will not grow rapidly.
Incorrect, since its written in passage(accelerating rate)

(C) Oil will remain an important energy source for at least 500 years.
Its a trap, since no evidence is provided for oil consumption or its important, so wrong

(D) The world will achieve and maintain zero population growth.
Again contradictory

(E) New technology will make oil discovery and drilling more feasible than ever before.
No info on technology , out of context

Unsampled here means unexplored in the sense NOT yet drilled.

Not necessarily they are unaccessible

Conclusion - we can meet the oil needs of the entire world for at least five centuries.
Fact - oil is as common in unsampled areas of the world as it is in those already sampled
If we are able to extract the oil from unsampled area, then only we are able to meet the needs of the entire world.

(A) It is possible to recover the oil contained in unexplored areas of the world. - same as above stated.
(B) The consumption rate for oil will not grow rapidly. - Try negation method. This should weaken the conclusion. If not then this is incorrect choice.
(C) Oil will remain an important energy source for at least 500 years. - out of scope
(D) The world will achieve and maintain zero population growth. - out of scope
(E) New technology will make oil discovery and drilling more feasible than ever before - out of scope

I do not see any sort of difficulty in this question. Of course, it is easy but the conclusion says: we can have more oil for the future

The assumption is: IF we can have this oil somehow

A straight. To be honest I did not read the other options because is the only assumption viable
