 Consider the boxplot, Q2 is median. That means 50 percent of the values are left of 
Q2 and 50% of the values are right of Q2. 
 As we look at the graph, 50% of the values are prized less than Q2. 
As no specific values specified or prices between Q2 and $100,000.
There may be bikes or may not be priced between Q2 and $100,000.
So, we can say, less than or equal to 50% of the values are above $100,000. 
If 0 bikes between Q2 and $100,000, then 50% above $100,000.
If some bikes between Q2 and $100,000, then less than 50% above $100,000.
 The only answer choice less than or equal to 50% is 28% and 50%
 Hence, answer is A and B
Let’s look at the options by taking some value where I am talking about priced above 
$100,000
The values are starting from 100 after Q2. For example, the sequence can be like:
 40, a, b, c, …, 60, d, e, f, …, 98, 101, g, h, i, …, 120, j, k, l, … 130
 (L1) (Q1) (Q2) (Q3) (L2)
Or
40, a, b, c, …, 60, d, e, f, …, 98, 99, 100, g, h, i, …, 120, j, k, l, … 130

So, in the above sequence we can see that all the terms more than Q2 are priced
more than $100,000
i.e. 50% of the terms are priced more than $100,000.
 Since, the question is asking what could be the percentage of the bikes in state X, so 
we can get 50% as well.
 Hence, the answer is B.
