Here,
No. of household with = 1 pet
Av. monthly spending on 1 pet = $31.25
No. of household with = 2 pet
Since, the total spending for two pets = $56.42, so for 1 pet it has to be < $31.25 or the household with 1 pet
No. of household with =3 pet
Since, the total spending for three pets = $83.11, so for 1 pet it has to be < $31.25 or the household with 1 pet
No. of household with =5 pet
Since, the total spending for five pets = $147.38, so for 1 pet it has to be < $31.25 or the household with 1 pet
No. of household with =4 pet
Since, the total spending for four pets = $127.74, so for 1 pet it has to be > $31.25 or the household with 1 pet ( since 4* 31 < 127)
Highest spending on 1 pet = Household with 4 pets

Iam not sure what exactly is your query
However,
Please try to understand the question and don't try to use only formulas.
As explained above - the question has asked " which number of pets had the greatest average (arithmetic mean) monthly spending per pet"
As per the chart, in the last row it is mentioned " Average monthly spends " - just find out what is the monthly spent for 1 dog ( total spends/no. of dogs). Just compare the result and you will get your answer
