.4(200,000) = 50,000 full time workers
(.25 + .10)(50,000) = 17500 full time workers with no college diploma.
200,000*0.4=80,000
80,000*.01=8,000
80,000*0.25=20,000
20,000+8,000=28,000
Answer is C
