The sum of the integers from -12 to 13 is equal to 13, since numbers cancel out as -12+12 = 0, -11+11 = 0, and so on. 13 is the only one that remain.
Then, the two quantities are equal and the answer is C

QUANTITY A: (-12) + (-11) + (-10) + . . . + (-3) + (-2) + (-1) + 0 + 1 + 2 + 3 + . . . + 10 + 11 + 12 + 13
Notice that the RED values cancel out with the BLUE values.
For example, (-12) + 12 = 0
And (-11) + 11 = 0
And (-10) + 10 = 0
etc
So, after all of the red and blue values add to be zero, we're left with:
QUANTITY A: 13
QUANTITY B: 13
Answer: C
