This is a truly jagged up question.
When you calculate it, you get values like 30% and you have to fat-finger.
Does not look like a very GRE question.
How come it's 25% from 18 minutes to 13 minutes?

The only option that fits the bill and closes to 22, is C
That's why is C.
Sometimes even in GMAT official questions the approximation works as in this question.
