(D) Most of those who contribute to the Wheat Farmers Alliance in the course of a year do so in response to advertisements in the Grange Report.

The sentence above does not tell us anything about an increase in numbers or not

in past experiment the newspaper gain more contribution due to the ads
so the new plan to implement ads will attract contribution as it did before

They want to increase the subscribers advertising full year, using 12 numbers of magazine instead of 3. Now, if the total of people is 33% we have chance to grow the adhesions to 100 %

If the subscribers were already 100% our goal was meaningless and A did not work

This is just a fact but DOES NOT explain if our plan has a possibility to work well or not
