The text is about the attempt to both embrace modernizing reforms and maintain a Tatar identity, so the first blank must be accentuate (give importance to or stress), rather than desiccate (to dry out or dehydrate) or abrogate (to revoke or annul). If the Tatars are developing a secular approach, then they must finding a new apperception, or understanding, of Islam. Since the entire passage has been about how Tatars continued to maintain, or perpetuated, their identity, H is the only reasonable choice for the third blank.
