I think the options are wrong in this question. Option C does not talk about property taxes but is a mirror image of option D

As per my understanding, the answer should be "C" because it says that "New apartment buildings would not be limited under the zoning plan" means apartment building can be built under zoning plan and it will then increases population i.e. overcrowd which is the failure of the plan.

- This is a major loophole that would undermine the plan's effectiveness
- If apartment buildings aren't limited, population density could still increase dramatically
- Apartments typically house more people per building than single-family homes
- This would fail to preserve open spaces and would continue straining municipal resources
