We can solve this question using matching operations (my favorite Quantitative Comparison strategy)
Given:
Quantity A: b + 1
Quantity B: -2
Subtract 1 from both quantities to get:
Quantity A: b
Quantity B: -3
Since we're told that b < -2, b COULD equal -3, in which case the two quantities are equal
OR b COULD equal -4, in which case Quantity B is greater
Answer: D
