The author told the publisher that the royalty payment specified in the contract was _______ because the research costs, including traveling for writing the book, were far more than the royalties projected for a year.

It seems that the royalty is not enough for covering the research cost.
Why not incomprehensible and unrealistic?

Projected. Therefore, they are unrealistic for the future. Insufficient is related to the present when something is NOT enough

I think the tone of unrealistic and insufficient doesn't match here. Unrealistic is a far more stronger word than insufficient. Incomprehensible fits the bill then for me.
