Both the countries want people to trust their survival tips. Thus, credence will work rather than gravity. (Countries do not want the deepness in their tips rather they want people to trust them).Benign is out of scope.
2nd is a bit tricky. "hire physicists who were (ii)________ in this deception"
Spurious is a negative word. Deception is also negative word. Selecting spurious would make it positive. And that is opposite of what context says.
Complicit is the correct word. Physicists who are accomplice would work in this deception. This fits the context.
