Too hard to understand both meaning and clues! I thought the answer should be synonyms, and how skillfully used related to "impenetrable"?

The First World War began in a context of jargon and verbal delicacy

jargon means a specific language or terms in a specific environment, for example academics speaks jargon in the scientific community, and verbal delicacy: no aggressive language, very kind and polite

and continued in a cloud of_____as_____as language and literature, skillfully used, could make it.

and instead afterwards all this language ended up in an impenetrable, means quite obscure and arcane from one that is not an insider. And saying that this language in the end was very obscure is a euphemism or at the very least or minimum.

I hope this helps

The First World War began in a context of jargon and verbal delicacy and continued in a cloud of EUPHEMISM as DELIBERATE language and literature, skillfully used, could make it.

This sentence is suggesting that the use of euphemistic language and deliberate obscurity of language and literature contributed to the ambiguous and vague nature of discussions about the war during that time.
