The clues here are the two words ‘tinkering and conflagrations’.
Tinkering is a negative word meaning “meddling with”. So cultivate, which means ‘to grow’ couldn’t be the correct one. It should be either cutting or blazing;
Now let's move to the second blank. In spite of the bad intent, some authors defend this act saying that they were meant to circumvent (prevent) bigger or more extensive fires (conflagrations). So cure cannot be the choice. Ignite is meaningless.
Cutting has no relevance to fires. So the choices are 1.blazing and 2 prevent.
