Here is my understanding: let's assume we saved X. We know X represents 35% of the total, i.e., X/(X+25)=0.35. Solve it we get the answer.

Water consumption for 2010 = 50 billion gallon

1/2 of it is from the smart appliances = 25 billion gallon and 1/2 from inefficient appliances which cant be reduced = 25 billion gallon

now, from smart appliances we reduce consumption by 35 %

so, 25 billion =(1-0.35)T = 0.65 T ,
where T= total if these were inefficient appliances

therefore , T = 25 billion gallon / 0.65 = 38.46 billion gallon

thus , amount of water saved due to usage of smart appliance = 38.46 - 25 = 13.46

Ans : 14 option b (approx)
