the blue parts tell us that he is very good at something.

You can go by POE, considering that among the answer choices A-B-E-F are negative words. Which is not what we are looking for.

So, C and D are the right choices

I agree. The only way to respond to this question is to understand the tone in the sentence and then eliminate options that don't match the tone.

Seems like a wrong question. Felicitious and happy are words with extremely different meanings and also give the sentence different meanings
