I thought the answer is D because of the contrasting word "While".

I read the other post answer where they are saying B is the answer but at the very end of the post Carcass says its D. I'm confused

Sorry. Really sorry. My brain at that moment maybe was reasoning right but I wrote the exact contrary.

The women are NOT allowed to participate based on the survey. The women PARTICIPATE directly as % on those programs.

The OA is B and it is correct

According to the sentence, "while" contradicts the fact that most of the companies are conducting training programs for women, but they are not allowed to attend these programs.

In other words, Companies are ok for women to attend, but they do not want them.

Please advise where I am getting wrong.
