The clue lies in 'Poverty can be a function not only of absolute wealth, but also of comparison in a community; in an area with ___ income levels, those at the very bottom will suffer the cost of living increases brought on by those in the middle and top income levels.'

It says that poverty can be a function of comparison in a community. The income levels are different that's why those at bottom will suffer...

Wavering means fluctuating. It does not clearly express the meaning of the sentence.

Disparate is a better choice.
