Carcass, and KarunMendiratta, can you please clarify why % cars parked illegally in the parking = 3/20 and not 3/100 , percentage of total cars parked illegally rather than total #of cars?

80% of the cars which are parked illegally are not towed. So, 20% of the cars which are parked illegally are towed --> 20% of X = 3 --> 0.2X = 3 --> X = 15

We are given that 3% of the cars are towed for parking illegally and that 80% of the cars which are parked illegally are not towed, so 20% are towed. Letting n = the percent of cars that are parked illegally, we have:
0.2n = 3
n = 15
Therefore the answer is B
