Start by finding the total number of lawyers in 2015. Since there were 28,000 corporate law members representing 14% of all lawyers in 2015, divide 28,000 by 14% to get 200,000 total. Use this to find the number of criminal law attorneys in 2015: 18% of 200,000 is 36,000. Once you know this, you can calculate the number of criminal law attorneys in 2016. First, 4,500 fewer than 36,000 is 31,500. And since criminal law attorneys still make up 18% of all attorneys in 2016, divide 31,500 by 18%. That gives you (B), 175,000.

The question was 'how many total members did the legal association have in 2016?', then why did you only consider criminal law attorneys for 2016?
