Since y < -1, x must be less than 0 in order for xy > 0.
Let's say y = -2 and x = -1, and plug in for the expressions in Quantity A and B.
xy = (-1)(-2) = 2
x/y = (-1)/(-2) = 1/2
2 > 1/2, so xy > x/y
To check whether the comparison changes when x = y, let's say both y and x = -2.
xy = 4
x/y = 1
xy is still > x/y.

I'm confused - the question doesn't mention X is an integer.
In case x=y=-1/2
QtA
(-1/2)/(-1/2)= 1
QtB
(-1/2)*(-1/2)= 1/4
In this case, Qt A is bigger than QtB so the answer should be D.
