Mentioned universities - display requisite expertise for the task

in contrast means reverse it - other universities display less expertise

Hence choice D

regarding option A, we can infer in the same way from the first paragraph as the probable cause for lack of involvement of the African institutions.

Because A is very strongly worded. This choice says African Universities were unable to conduct rigorous studies, WHile in the first paragraph it is mentioned that 'have in the past generally been directed by non-African institutions. Obviously this has a lot to do with availability of funding for such work '. This is much mellower.
