The cost of shipping is $s up to a purchase value of $p. Any excess over $p would cause an additional 5% cost.
If the value of the purchase is $x (x>p)
So the total cost is s+0.05(x-p) dollars.
The answer is D.

I'm a native English speaker, but I'm not understanding these terms. What does "The cost of shipping a purchase is s dollars up to a purchase value of p dollars" mean? It sounds like they're saying cost of shipping is somewhere between s and p dollars? But then I don't see how that interpretation gets you the answer?
