This means that from '75 to '82 we do have a fluctuation UP of the workforce AND the employed people.

This is false, we can do have a fluctuation. However, OVERALL we do have a decrease

Think about a downward curve from 10 to 1. maybe go down 10 to 5 then 8 then 9 then 3 then 5 then 2

However overall the trend is downward from ten to 1.

The fluctuations I gave you, just an example, are the 80th.

Therefore C is a possible trend. The only answer which is neutral or false is B. Remember, this is an EXCEPT question

I know the math explanation. I just didn't see a structure like this: article "the" after an Ordinal number?!
Isn't it so odd to say: "80th the number of people ...". Actually, I don't understand the meaning of this sentence. In my opinion, it is meaningless.
Could you please paraphrase the following sentence:
"80th the number of people in the workforce and the number of people employed in manufacturing jobs increased."
I thought the sentence had been typed wrongly. Maybe it was : In 1980, ....
