The author gives all but which of the following premises

The highlighted part means that the question asks you to find as correct answer what is NOT stated in the passage. B is stated in the passage and as such is WRONG

The question asks for those answer choices that do not appear in the passage in support of the author's argument that farmers should first practice hopper control on their own land. C is the only answer choice that does not appear anywhere in the passage. A appears in the passage, but in the context of a soil erosion tactic known as "stubbling-in-- not in support of the author's argument. B is explicitly mentioned by the author in connection to his argument in the passage's second paragraph.

Can you please explain why we are choosing A? Isn't is mentioned in the passage?

A. Methods for controlling soil erosion can boost grasshopper populations

Though the practice of "stubbling-in" crops may deter soil erosion, it also boosts the hopper to birth rate.

I hope this helps
