Jeeva1989: I also chose D. The reason I chose D is because of this from the question stem:

If parents in the county WISH TO INCREASE THE LIKELIHOOD that their children will attend college, they should send them to private rather than public schools.

Choice D says: (D) In comparison with private schools, PUBLIC SCHOOLS PROVIDE MORE OPPORTUNITIES FOR STUDENT INVOLVEMENT in sports and other athletic activities, which ALMOST ALWAYS INCREASES THE LIKELIHOOD OF students’ acceptance to colleges.

I have a REALLY IMPORTANT QUESTION HERE:
Is weakening the argument the same as weakening the conclusion? Or are the two different?

That is: WEAKENING THE ARGUMENT = WEAKENING THE CONCLUSION ???

The correct answer in my opinion is E.
Because we can see that only option E has inherent choice in it.
A: they can't do anything there is no choice because they have scored less on the tests
B: out of scope
C: this also suggests that they don't pursue higher education because of financial contractions again no choice
D: this also suggests that they don't easily get the admissions into college because of maybe poor education in public schools.
E: this is because of some choice of their
So this most strongly weakens the argument

D tells us nothing about the right parent's choice
