The sentence suggests that people expect architecture to be grandeur and inspired. Which means that when the opposite happens people assume that the buildings were put together haphazardly without a plan. Structures that don't follow the norms of grandeur are usually the more common structures in daily life, read apartments and commercial buildings. So we need adjectives for such structures, only 'modest' and 'unassuming' work.
