Many students currently living in dormitories are opposed to what they see as __________ curfew rules designed to tighten security on campus

This is about the thinking of students what they see curfew as. The word oppose is clearly indicating that they aren't happy with the curfew rules. Which means that the rules are harsh - now the only two words indicates the harshness "Stringent" and "Draconian". Draconian is perhaps an extreme choice, but we don't have any choice near to harshness.
