Provides i.e., option A is fine to be a missing word but option B, constitutes gives a different meaning to the sentence, viz. how can a locality constitutes them with sufficient food and shelter?

The meaning of constitute is some part of a whole or a combined form.

Missing words should be synonymous to give, so that the snakes can eat and stay.
