Perhaps because his military training discouraged indirection, the National Incident Commander sought a __________ and open conversation with the Governor

Keyword is "military training discouraged misdirection"
So the NIC wants his point to be straightforward.
So plain and frank suit perfectly

Because it means abrupt.

You need a word whose meaning is honest.

Hope this helps.

Brusque means blunt, direct but sounding rude. Because it has a negative connotation maybe that's why it is not the answer

The most common mistake here is about brusque.
It has a slightly negative connotations meaning rude in a sense and we don't have enough evidence that he was being rude with the Commander. Also the other two words have a neutral to positive connotation and so they simply don't make the similar meaning sentences.
