First Blank
Mr. Son's mission has so far had mixed results. This eliminates option A dazzling. The tone of the second sentence is negative. Therefore, we can eliminate the neutral option "adequate".
The trigger word "despite" and the rest of the second sentence indicate Mr. Son's negative performance. So we are left with the option bedraggled, which means untidy.
Second Blank
The clue phrase for the second blank is "spoiling perptual". The strategy has at times become rather like "spoiling perpetuals".At first glance, it looks like we have 3 unrelated options. Consummates, which means perfect can be eliminated because of its positive tone. Amateurs relate to hobby and does not relate to strategy of spoiling perpetuals. Juvenile, which means an young person who is not yet oold enough to be regarded as adult is used as metaphor to the strategy of pouring money into private firms, which at times become rather like spoiling perpetual juveniles. Moreover, spoiling perpetual is a state that never ends or changes. Hence the strategy is juvenile.

Apart from POE, I do not see any clue for blank 2 - ETS questions always have multiple clues.
