"surprisingly" indicates a characteristic opposite to that of despot.
Now, there is a close fight between C , E & D. But, to command the followers one needs to have pleasant and congenial manner. So the blank has nothing to do with forgiving and munificent (= related to generous).
So, personable is the right answer.

The word "surprisingly" sets up a contrast.
If despots are (seemingly) awful people, then the contrasting adjective should be personable.
awful = very bad and unpleasant.
