Just to add,
the detractors (not friendly people), however, seem unified in their disparagement(sounds a little like disagreement) of his ideas, calling for an expeditious (meaning fast or quick) program of action.

So since people against him are asking for quick plan of action, he must have suggested the opposite which is an incremental plan.

We do not have many clues for the second blank.

However, abrupt is something used for a sudden shift or trajectory not for a plan. a plan of action cannot be abrupt
