its a good question. i think the hint here is 'like a musician'. look for blanks that serve some relationship to music or a musician. We have harmonize and improvise.
We have to look for something that is opposite to 'departing from the expected or predictable'

We need a synonym of " departing from the expected or predictable", and there is also the comparison with a musician. The two choices that relate to music are "harmonizes" and "improvises". and clearly improvises is the correct choices. There is nothing in the sentence that suggests "harmonizes" or the need to harmonize.
