The first and third blank are almost straightforward so I would not discuss them here. However, the second blank is much more intriguing. The context said that the constitution need them to have self correction, because even the wisest men make mistake. Expedient and discomfiting are both strong candidate, we just need to comprehend the logic. In what situation will someone wise self correct themselves? Is it in the most favorable situation? If it is, then when they find it not favorable they would not do it. False logic, isn't it? The answer should be discomfiting. The wisest men will self correct themselves when the make mistake in EVERY situation even when it is the most discomfiting one.
