The following sentence

and the sentence fragment

indicate that the school is suffering from financial problems.

Hence the word for the first blank is paucity.

paucity: dearth, lack of something, shortage, scarce

If there is a paucity of available financial resources, then the Hope Charter School will find it difficulty to satisfy its pecuniary responsibilities.

pecuniary: relating to or consisting of money
