Can you please explain why the blank is 'shallow' instead of 'unusual'?

Because shallow means superficial and it is the best fit given the fact that it is said that the characters give importance to trivial concerns and dismiss important ones.

Unusual is not completely wrong but it is not supported by the sentence

Wouldn't maladaptive actually be the most fitting choice here? Since they are responding to circumstances poorly?

shallow is a little deep or not thinking deep now in the question it is written that they give serious thoughts to trivial matters so it means that they are thinking seriously so I don't think shallow is the perfect fit. It would have been the answer if the question is like they are not giving serious thoughts to trivial as well as important matters.
I think it's unusual because it's the opposite of something one would expect or do usually.
