The sentence suggests that the company was in a worse state than it reported to stockholders. "Solvent" means being able to meet financial obligations, which contrasts with "flourishing." If the company was not even solvent, it certainly wasn't thriving or flourishing, making "solvent" the best fit for the blank.

We need to look for a word that implies the company was in a bad financial state.

Insolvent/bankruptcy should work here. Since the blank specifically placed after a negative not _____ we need the opposite of insolvent -- and (E) solvent fits here.
