By 1 pm the distance between slower man and faster man (who is at zero) is 80 Kms. (from 11am to 1 pm, 2 hrs have elapsed and distance travelled by slower man is 40*2= 80kms)
Since, both the men are moving in same direction, the relative speed will be difference of respective man's speed.
Therefore, the net speed is 60-40=20km/hr.
Distance is 80kms.
Time to cross the slower man is 80/20=4hrs.
Therefore, after 5pm the faster man (who starts at 1pm) will overtake the slower man.

However, this question seems complicated, but it is easy -- It is suppose to consume your time; that's all!

First find the distance traveled by A in 2 hours (11Am to 1Pm), which is almost 40*2 = 80 miles
Which means that Person A is 80 miles ahead when Person 2 starts.
So, here is manual and simple solution:
Person A distance with respect to Hours: [80 - 120 - 160 - 200 - 240]
Person B distance with respect to Hours: [0 - 60 - 120 - 180 - 240]
Time: ------------------------------------> [0Hrs - 1hrs- 2hrs- 3hr- 4hr]
Means after 4hr they will meet, and that time is 5Pm
