Here's an approach that starts by rearranging the two quantities via the strategy of matching operations (my favorite Quantitative Comparison strategy)
Given:
Quantity A: 2 - r
Quantity B: t
Add r do both quantities to get:
Quantity A: 2
Quantity B: t + r
Given: (t + r)² = s and s = 4
In the first equation, replace s with 4 to get: (t + r)² = 4
This means EITHER (t + r) = 2 OR (t + r) = -2
If t + r = 2, we get:
Quantity A: 2
Quantity B: t + r = 2
And this case, the two quantities are equal
If t + r = -2, we get:
Quantity A: 2
Quantity B: t + r = -2
And this case, Quantity A is greater
Answer: D
