6.4 x 3 = 19.2, so the tens digit of Quantity A equals 1.
3/8=0.375 so the thousandth digit of Quantity B is 5.
B is the answer

Wouldn't the thousand digit of 0.375 be 0? In this case, 5 would be the 1/thousandths digit, is that not right?
