Surface Area is L*W*6 -- The six coming from a cube having 6 sides.
Volume is L*W*H.
Quantity A is 24/54, with 24 coming from 2*2*6 and 54 coming from 3*3*6.
Quantity B is 8/27, with 8 coming from 2^3 and 27 coming from 3^3.
Simplify Quantity A to get 12/27.
Quantity A of 12/27 is greater than Quantity B of 8/27.
